Why do prosecutors add conspiracy charges?
Since conspiracy charges criminalize the agreement to do a crime, rather than the crime itself, conspiracy offences can often be easier to prove for the Crown [prosecution] than the underlying offence. A person can be convicted of conspiracy without succeeding in their intended crime, or even beginning the attempt.
